That's posting in old threads that have died out, generally old posts are posts that are on the second page or higher,also if the topic has been answered then don't post in it. Stickied posts and Announcements are the sole exceptions.
If you find a post that has broken any one the rules use the report post function to write up a report explaining what rules you think have ben broken. Backseat moderating is posting saying: "hey, you've broken a rule", although you are trying to help, you are also breaking a rule by posting, PM an Admin/Mod instead to really be helpful.
